ABOUT THE ORGANIZATION

Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.

We are looking to hire a Generation & Facilities Manager, to join our Distribution Department.

ABOUT THE POSITION

Under general direction, the Generation and Facilities Manager is responsible for planning, organizing, managing, and implementing programs for property and facility maintenance, hydroelectric generation and fleet management. The incumbent is responsible for providing overall leadership, supervision and direction for areas of responsibility.

Develops strategic direction for property and facility maintenance, hydroelectric generation and fleet management activities. This position is responsible for ensuring that the hydroelectric plants and associated facilities are operational and maintained to optimize generation opportunities. The incumbent is also responsible for the maintenance of all TMWA facilities as it relates to building and grounds. The incumbent also operates as the fleet manager ensuring the efficient procurement and management of the fleet resources for all areas of the business. Assists in preparation of annual and long-range capital improvement plans as they relate to property, facilities, hydro plants and infrastructure, fleet and materials management. Creates, develops and establishes the strategic goals, policies, and procedures that lead to implementation and optimization of systems, technologies to increase efficiency and productivity and meeting TMWA’s overall vision and business objectives.

This position may represent the department to the TMWA Board of Directors when Needed.

  • Establishes and maintains work standards for quality and quantity of work within areas of responsibility; challenges and inspires staff to achieve business results; develops and recommends improvements to workflow and internal procedures.
  • Plans and evaluates the performance of assigned staff; establishes performance requirements and personnel development targets; regularly monitors performance and provides coaching for performance improvement and development. Addresses performance deficiencies in accordance with TMWA’s Administrative Instructions.
  • Provides leadership and works with staff to develop and maintain a highly competent, customer service-orientated department through selection, compensation, training, cross-training and day-to-day management practices which support TMWA’s vision and values; applies process improvement and quality management principles to assigned areas of responsibilities.
  • Monitors conditions of TMWA properties, facilities, and vehicles; plans and coordinates all activities necessary to resolve identified deficiencies; establishes and implements preventative maintenance programs and standards.
  • Develops and manages budgets, work plans, staffing plans and spending plans to meet TMWA’s goal to provide the most cost-effective service to our customers.
  • Coordinates with engineering and operations leadership to ensure that facility capital improvements are planned to meet the operational, maintenance and rehabilitation needs of the organization.
  • Prepares bid specifications for contractual services and specialized equipment; negotiates and administers various maintenance and service contracts.
  • Ensures prompt response to facility issues such as HVAC complaints and repairs.
  • Ensures integration of new or repaired equipment and facilities is coordinated and seamless to the customer.
  • Provides project planning, including budget estimates for all hydro-electric capital and maintenance activities.
  • Coordinates hydro-electric outage plans with contract administrators to ensure contract compliance.
  • Responsible for Department of Energy hydro-electric generation compliance reporting.
  • Develops vehicle purchasing and maintenance plans and establishes short and long range budgets necessary for the efficient and effective management of all fleet vehicles and equipment.
  • Develops specifications for vehicles and their use, ensures the appropriate vehicle for the job.
  • Ensures that the TMWA fleet is reliable and that preventive maintenance and inspections are completed.
  • Manages the vehicle fueling site to ensure safe operation and environmental compliance.
  • Coordinates, collaborates and provides subject matter expertise in land use, easements, and property maintenance.
  • Directs the evaluation of maintenance alternatives and recommendations for solutions.
  • Provides a team-oriented environment that integrates with other workgroups and allows the staff to meet goals.
  • Provides input and direction to the TMWA leadership team in establishing policies, procedures, and direction.
  • Required to answer emergency callouts and provide leadership during emergency and non-emergency events.

MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the minimum requirements is:

Experience: Eight (8) years of progressively responsible experience involving water utility system maintenance and/or project/construction management of water and hydro-electric projects.  Supervisory experience is required. Experience in fleet management and hydro-electric operations is desired.  Demonstrated ability to lead project teams and to plan, organize and direct all aspects of complex project.
Education & Training: Bachelor’s degree in an engineering or technical related field is preferred or other post secondary education.

Must have working-level knowledge of the English language including reading, writing, and speaking English.

CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS
A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter and ability to maintain insurability under TMWA’s vehicle insurance policy.

State of Nevada Grade II Water Distribution Operator Certification is required and must be obtained within a predetermined period of time.  Grade IV water Distribution Operator Certification is preferred.

Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.

This position is considered a safety sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. The presence of marijuana or other screened for substances on any employment related substance test may result in a refusal to hire or termination of employment.

Knowledge of:

Construction and maintenance of water facilities and generation facilities. Principles and practices of project management, construction management, and supervision. Principles and practices of mechanical engineering and hydraulics. Budget administration. Local, state, and federal laws, codes and regulations pertaining to areas of responsibility. Office administrative and personnel management practices. Vehicle maintenance requirements. Environmental regulations, statues, ordinances and policies.
