ABOUT THE ORGANIZATION

Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.

We are looking to hire an Environmental Permitting Supervisor, to join our Water Quality Department.

ABOUT THE POSITION

The Environmental Permitting Supervisor is a highly responsible position that initiates, manages and directs varied and complex tasks in support of achieving environmental permitting compliance for all areas of Truckee Meadows Water Authority (TMWA). The incumbent will be expected to work independently or with a team to accomplish the permitting needs for established and new permits, whether permanent or temporary. This position will help develop, implement and maintain a permitting program for in-house engineering projects and operations projects. The incumbent will provide guidance to company leaders and other departments within TWMA while working through problems to create solutions. The incumbent is also responsible for maintaining permanent TMWA environmental and operational permits including but not limited to Air Quality, Fire Marshal, Permits to Operate, Hazardous Waste, etc.

The incumbent will serve as TMWA’s liaison with regulating agencies including but not limited to Northern Nevada Public Health (NNPH), Nevada Department of Environmental Protection (NDEP), US Army Corps of Engineers (USACE) and US Environmental Protection Agency to meet all local, state and federal regulations. This involves Notice-of-Intent (NOI) submissions, renewal write-ups and applications, sample collection, scheduling, participation in inspections of facilities, audit responses, handling of any fees associated with such permits and any communication with the regulating agency or other agency which might be involved in the permit process. Contact with the appropriate internal employees, and contractors when necessary for data collection as required. These duties must meet all agency deadlines and in a manner which represents TMWA properly.

The incumbent will serve as Radiation Safety Officer (RSO) or Assistant RSO to ensure all permitting, reporting and safety requirements are upheld with US Nuclear Regulatory Commission (NRC) to maintain TMWA’s NRC Specific License. As such be responsible for facility inspections, understanding radioactive properties and advanced calculation of Uranium exposure, employee safety training, regular monitoring, reporting, controlled media exchange, as well as any other RSO matter related to this facility.

The incumbent will directly or indirectly supervise those who perform work in support of the above-described tasks. The incumbent will schedule and utilize staff as necessary to successfully complete all associated permitting requirements.

  • Responsible for day-to-day environmental permitting activities, including maintaining permanent permits and applying for new permits.
  • Acts as primary permitting person to help resolve permitting issues using discretion and sound judgment.
  • Provides support to management with input, advice and direction regarding permitting issues, using technical expertise and educated interpretation of regulations.
  • Works regularly and professionally with outside regulatory agencies associated with permitting compliance while acting in TMWA’s best interests.
  • Consults with engineering or other groups on complex construction projects regarding environmental permitting needs.
  • Handles customer, regulatory agency and vendor inquires in a professional manner with timely professional responses.
  • Communicates with regulatory agencies to understand the impact on TMWA of established or proposed regulations.
  • Handles complex and difficult discussions with regulatory agencies to ensure plans of action are approved and TMWA’s goals are met.
  • Manages the coordination of and oversees assigned projects, site inspections and audits with regulatory representatives.
  • Creates, builds and maintains a permitting program specifically aimed at TMWA’s engineering and operations projects with the environmental permitting requirements in mind.
  • Remains onsite or directs staff to remain onsite as necessary for projects involving Working in the Waterway, National Pollutant Discharge Elimination System, USACE etc. permits.
  • Creates and submits NOI to appropriate agency when required.
  • Terminates permits as necessary with final reports to successfully close out project.
  • Performs regular site visits to permitted areas throughout TMWA.
  • Participates in interdisciplinary meetings as necessary to understand projects and provide assistance in resolving problems.
  • Conducts research to find alternative solutions, makes recommendations and assists with implementation of recommendations.
  • Acts as RSO or Assistant RSO to maintain NRC Specific License ensuring all requirements related to TMWA’s Specific License.
  • Provides and manage employee safety training as required by NRC Specific License standards.
  • Understands and disposes of generated waste properly as necessary.
  • Ensures all required permit sampling is complete, whether collected by Permitting or Water Quality.
  • Gathers pertinent information from other groups within the company for collective reporting.
  • Submits written responses, plans of action, management plans, etc. as required.
  • Prepares compliance reports for submission to multiple regulatory agencies.
  • Manages data and reporting.
  • Interviews, hires, plans, organizes, supervises and evaluates the performance of assigned staff.
  • Provides leadership and coaching to staff to meet established goals and objectives.
  • Establishes performance requirements and personal development targets; recommends or takes disciplinary action up to and including termination to address performance deficiencies in accordance with TMWA’s Administrative Instructions
  • Provides an environment for open communication amongst permitting personnel as well as other departments within TMWA.
  • Keeps manager informed of regulatory/compliance issues.

MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the minimum requirements is:

Experience: Progressive responsibility and experience in water operations or technical environmental permitting is preferred.  The ideal candidate will have knowledge and some experience with water treatment operations and engineering water projects..
Education & Training: Bachelor’s degree in science, engineering or closely related field.

Must have working-level knowledge of the English language including reading, writing, and speaking English.

CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS

A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter and ability to maintain insurability under TMWA’s vehicle insurance policy.

A State of Nevada Grade III Water Distribution (D3) and Grade III Water Treatment (T3) Operator certification is required and must be obtained within a predetermined period.  Progression to the C45 career band requires State of Nevada Grade IV Water Distribution and Treatment Operator Certifications and joining the Water Treatment rotating on call list.

Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.

This position is considered a safety sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. The presence of marijuana or other screened for substances on any employment related substance test may result in a refusal to hire or termination of employment.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:

Principles and practices of regulatory permit compliance and reporting; general knowledge of methods and techniques pertaining to the operation of a potable water system to include but not limited to source water, water treatment and distribution; data collection, database construction and maintenance; environmental regulations, statutes and permitting processes; advanced science and math; federal, state and local laws, statutes, codes, regulations, and ordinances as associated with your responsible area; OSHA standards and safety precautions.
