ABOUT THE ORGANIZATION
Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.
We are looking to hire a Part-Time Security Operations Center Technician, to join our Security Department. This position will be working from Friday - Monday, hours are from 7:00 am - 1:00 pm. Additional day or swing shifts as needed.
ABOUT THE POSITION
Under general supervision, carries out detailed instructions and procedures primarily orientated to ensure that security vulnerabilities, threats and emergencies are readily discovered, reported, and responded to. Incumbents at this level have advanced security experience and exercise extreme independent judgement. Security Technicians are primarily responsible for operating and using surveillance, security camera screens, access control systems, and security alarm systems and equipment to observe, identify, monitor and respond to security anomalies and annunciations; Incumbents authenticate authorized access and egress; identify suspicious situations, activities and dispatches field security personnel, local authorities or responds directly to investigate security incidents or concerns.

- Learn, follow, and enforce TMWA Security Management Program policies, procedures, and protocols.
- Utilize electronic surveillance systems to monitor facilities and critical infrastructure sites, authenticate access to off-site facilities, and verify authorization of individuals to enter staffed facility sites.
- Observe and monitor security alarm systems, security camera screens, security card access systems, responds to security anomalies and annunciations; authenticate authorized access and egress; identify suspicious situations, activities and individuals and dispatch field security personnel or respond directly to investigate.
- Analyze information, video surveillance, access control and other related systems to make determinations regarding appropriate response, in accordance with established procedures and protocols; dispatches law enforcement and other emergency units and makes required internal notifications.
- Operate a variety of computer, electronic access, surveillance, automated vehicle locator and other systems to carry out assigned responsibilities.
- Review and archive video footage as needed, organize old footage in an orderly fashion, provide video clips to law enforcement as requested.
- Observe and monitor security alarm systems, video camera screens, security access card systems, and other electronic surveillance equipment, respond to system anomalies and annunciations.
- Dispatches contract security personnel in response to intrusion alarms or other suspicious circumstances.
- Interact with and handle potentially hostile situations, attempts to resolve disputes, and call appropriate law enforcement agency in situations when necessary.
- Create employee ID Badges and assign appropriate access and permissions for employees and approved contractors.
- Create and modify Medeco XT key schedules as needed, issue keys to employees and contractors as appropriate; troubleshoot electronic key related issues, conduct access audits.
- React quickly and appropriately in emergencies and when identifying suspicious situations and potential threats to people and property; exercise sound judgement and initiative in a wide variety of situations.
- Perform presence patrols of critical sites when requested.
- Investigate and create case files and reports regarding security incidents and work directly with law enforcement when necessary to report and resolve security incidents.
- Work effectively and courteously with all levels of management, supervisors, visitors, officials of other agencies, emergency personnel, members of the public, and others encountered in the course of daily work.
- Maintain information as confidential and ensure incidents are responded to using the appropriate level of discreetness, urgency, and confidentiality.
- Maintains technical certifications identified as necessary to work effectively within the Security Operations Center.
- Identify and initiate effective courses of action to complete assigned responsibilities.
- Perform other duties as assigned.
MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications is:
Experience: Three years of responsible security, criminal investigation, or closely related experience, or an equivalent combination of training and experience.
Education & Training: Graduation from high school or G.E.D. equivalent
Must have working-level knowledge of the English language including reading, writing, and speaking English.
CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS
A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter and ability to maintain insurability under TMWA’s vehicle insurance policy.
Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.
This position is considered a safety sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. The presence of marijuana or other screened for substances on any employment related substance test may result in a refusal to hire or termination of employment.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Public Safety and Security - Knowledge of relevant equipment, policies, procedures, and strategies to promote effective security operations for the protection of people, data, property, and operations.
- Administration and Management - Knowledge of business principles involved in basic water utility operations is preferred.
- Video surveillance systems and equipment.
- In depth knowledge of work control processes, facility monitoring and escorting procedures.
- Modern equipment and communication tools used for business functions and program, project, and task coordination including computers and common office computer software and database programs, including the Microsoft Suite of Programs (Word, Excel, Outlook, and PowerPoint.)
- Modern security methods, techniques, and procedures: basic methods, techniques, procedures, and practices of criminal investigation

- Relay critical information to Police Officers and First Responders.
- Adjust and adapt to rapidly changing situations under potentially high stress conditions.
- Safely and frequently drive up to 100 miles a day to various locations, including those requiring four wheel drive to access and get in and out of a vehicle up to 50 times per day to inspect critical infrastructure.
- Enter confined spaces, ascend and descent stairs and ladders, and work in the field including in various outdoor locations which may include traversing through rough terrain and weather conditions.
- Make decisions that demonstrate honesty, integrity, and accountability in line with TMWA’s reliability and customer service goals.
- Express thoughts logically, in both written and verbal using correct grammar.
- Work with computers and equipment applicable to those typically used in the security or water operations and distribution fields.
