ABOUT THE ORGANIZATION

Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.

We are looking to hire an Operations Training Coordinator, to join our Operations Department.

ABOUT THE POSITION

The Operations Training Coordinator is responsible for a variety of technical, administrative, and professional duties involved in the design, development, implementation, coordination, scheduling, and administration of departmental training programs, which include safety, equipment, apprenticeship, technical, job related and compliance training.

The incumbent works closely with department leadership, TMWA’s Safety & Risk Coordinator, as well as TMWA’s Safety Committee and employees in establishing and maintaining a comprehensive job skill and safety training program, working to ensure duties are performed in a safe and effective manner.

  • Plans, develops, coordinates, presents, and facilitates departmental training programs; conducts training needs assessments; meets with supervisors, managers, and director to discuss training and development needs and/or skill deficiencies within department.
  • Conducts one-on-one training interventions.
  • Prepares a variety of course curriculum and materials using a variety of computer software and/or external sources and presents material through formal training sessions; facilitates discussion of subject matter in an effort for employees to achieve high level of performance.
  • Assists department in meeting safety, industry, and regulatory requirements by recommending, establishing, and maintaining standards and training programs, reviews training programs, vendor resources, and course content for applicability with industry requirements.
  • Plans, designs, and coordinates training and development events including program content, arrangements for facilities, speakers, scheduling, audio-visual equipment, and room set-up.
  • Evaluates current training products that are available to meet specific and general needs and/or develops/modifies internal training materials.
  • Coordinates the development and monitoring of departmental apprenticeship programs.
  • Attend, organize, and prepare required documentation for Joint Apprenticeship Training Committee meetings.
  • Participates in outreach and recruitment activities at events such as job/career fairs, school events and apprenticeship events.
  • Monitors apprentices’ career development progress, including assessing competencies in required on-the-job and related training hours.
  • Establishes and maintains education, training and activity files, prepares reports and makes recommendations relative to areas of responsibility; maintains records and prepares reports as necessary to ensure compliance with applicable regulations
  • Advises management and staff about changes to certification and safety requirements.
  • Reviews equipment operating procedures, technical specifications, and potential hazards for inclusion in training programs; assures safe and effective operation of light and heavy equipment used by the department.
  • Provides vehicle and equipment training (boom truck, forklift, etc.).
  • Conducts presentations on assigned topics.
  • Participates in accident review committees and makes recommendations for changes in equipment and or processes to ensure safe and effective operations.
  • Coordinates and facilitates the development and scheduling of required job specific training and safety meetings.
  • May periodically check the operation or use of safety equipment to ensure conformance with required standards.
  • Provides training on proper use of PPE specific to Operations.
  • Keeps current with developments and changes in the department’s areas of safety and work-related SOP’s to assist in taking advantage of new practices and techniques.
  • Spends time in the field and provides assessments on training effectiveness.

 

MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the minimum requirements is:

Experience: Three (3) years of responsible experience in the water industry which would provide an understanding of the operations and maintenance of water distribution systems and facilities. Training and Supervisory experience is desired.
Education & Training: A bachelor's degree from an accredited college or university with major coursework in industrial safety, occupational health, instructional design, adult learning, business administration or related filed, or completion of a formal apprenticeship training program.

Must have working-level knowledge of the English language including reading, writing, and speaking English.

CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS

A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter. Must complete the initial 40 hour Hazardous Waste Operations and Emergency Response (HAZWOPER) course and complete the 8 hour yearly renewal training.

A State of Nevada Grade III Water Distribution Operator certification (D3) and a State of Nevada Grade III Water Treatment Operator certification (T3) is required and must be obtained within a predetermined period.

Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.

This position is considered a safety sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. The presence of marijuana or other screened for substances on any employment related substance test may result in a refusal to hire or termination of employment.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: Operations, services, and activities the operations department; adult learning theory and practices; instructional design and curriculum development principles and procedures; principle of employee training and development programs; techniques of training needs assessment and course evaluation; basic graphic design and layout; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; group dynamics and facilitation techniques; instructional design and curriculum development principles and procedures; techniques of training needs assessment and course evaluation.

Skilled in/Ability to: Plan, develop and evaluate a variety of development programs, courses, and seminars; interpret and apply policies and procedures related to employee training and development; design and present less complex training programs and classes; coordinate departmental training programs; effectively present training materials; respond to training related requests and inquiries from employees; write clear, concise and accurate reports; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; use the Internet as a research tool; design, develop, and conduct training interventions; plan and facilitate group meetings; perform analysis related to training program effectiveness; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
