Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.
We are looking to hire a Distribution Operations Manager, to join our Distribution Department.
ABOUT THE POSITION
The Distribution Operations Manager is responsible for the overall management, planning and coordination of staff and resources pertaining to water distribution maintenance, facilities locating and inspection activities to ensure the water distribution system piping, mains, services, and associated appurtenances are maintained and repaired in a timely and safe manner. The Distribution Operations Manager will work with the Director of Distribution in developing strategic plans and goals for the distribution maintenance group.
The work requires both broad technical knowledge and independent judgment in both the methods and prioritization of maintenance.

- Manages the overall distribution maintenance operations group. Establishes and maintains work standards for quality and quantity of work within area of responsibility; develops and recommends improvements to workflow and internal procedures; recommends and implements improvements to maintenance procedures and processes.
- Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; takes disciplinary action, up to and including termination to address performance deficiencies in accordance with TMWA’s Administrative Instructions.
- Provides an environment for open communications and dialogue between the New Business, Operations and Maintenance and Field Services groups to ensure repairs and maintenance activities are coordinated effectively.
- Provides input, advice and technical support to direct reports, as well as to other areas, and assists in solving complex issues.
- Directs the activities of the Distribution Operations Supervisors and oversees the activities of distribution maintenance crews to ensure work is performed safely, cost effectively, and efficiently.
- Ensures the water leak database is maintained and updated and generates reports that help with the determination of replacement of facilities and tracks customer outage hours.
- Handles personnel and administrative functions such as, performance reviews for direct reports, reviews and approves time sheets, invoices, statements
- Recommends and implements improvements to systems and processes, including technology enhancements, to provide benefits to TMWA
- Provides review and manages the coordination of projects and construction activities, both internal and external, and provides both technical and labor support to these activities.
- Provides other supervisory assignments as requested.
- Will be required to answer emergency call-outs and provide leadership during emergency and non-emergency events (classified as a 24-hour supervisor).
- Provides accurate analysis and decision making with clear direction to personnel.
- Manages the development and implementation of maintenance activities such as an asset management program, fire hydrant maintenance, valve maintenance and flushing programs.
- Ensures the safety of distribution maintenance operations and personnel by ensuring compliance with all safety standards and regulations and by promoting a safety conscious attitude and by ensuring employees receive required and relevant training.
MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the minimum requirements is:
Experience: Five (5) to seven (7) years of progressive responsibility and experience in operations and maintenance of water facilities and water distribution systems. Supervisory experience is desired. The candidate should have a technical background, through either formal education or experience and training.
Education & Training: A Bachelor’s degree in an engineering or related field, or other post secondary education.
Must have working-level knowledge of the English language including reading, writing, and speaking English.
CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS
A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter and ability to maintain insurability under TMWA’s vehicle insurance policy.
State of Nevada Grade IV Water Distribution Operator Certification (D4) is required and must be obtained within a predetermined period of time.
Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.
This position is considered a safety sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. The presence of marijuana or other screened for substances on any employment related substance test may result in a refusal to hire or termination of employment.
