ABOUT THE ORGANIZATION

Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 475,000 residents of the Truckee Meadows.

We are looking to hire a MAINTENANCE OPERATIONS MANAGER, to join our OPERATIONS & WATER QUALITY Department.

ABOUT THE POSITION

The Maintenance Operations Manager is responsible for the overall management, planning and coordination, of staff pertaining to the mechanical, electrical and control system maintenance of distribution system pump stations, treatment plant equipment, chemical systems, storage reservoirs/tanks, wells, pressure regulating stations and SCADA (Supervisory Control and Data Acquisition) systems. The Maintenance Operations Manager will work with the Director of Operations as well as the Manager of Operations and Water Quality in developing strategic plans and goals for the Operations group as a whole.

The work requires both broad technical knowledge and independent judgment in both the methods and prioritization of maintenance.

In addition to the management of maintenance operations, the Manager will work with engineering and construction staff, consultants, project managers, contractors and other internal and external customers on a variety of construction and engineering projects that may impact existing operations. The Manager, at the direction of the Director of Operations, is expected to participate in the planning, design, project management, and construction management of facilities and equipment that either replace existing systems or are new additions to the existing treatment or distribution system.

The Maintenance Operations Manager is required to be part of the Water Treatment after hours, emergency on-call staff and must be certified by the State of Nevada at both the Treatment 4 and Distribution 4 levels (highest levels for both Treatment and Distribution required by the State of Nevada). The Manager will also work with operations staff in decision making of distribution system and treatment operations. The Manager must develop and possess sufficient knowledge to work with existing operations staff to successfully operate both the treatment and distribution systems.

The Manager may also advise engineering of operational problems and follow up with them to make any needed adjustments to the systems. The Maintenance Operations Manager, at the direction of the Director of Operations, may also review plant and system processes and implement modifications that would improve water quality or operational efficiencies.

This position may represent the department to the TMWA Board of Directors when needed.

  • Manages the overall maintenance operations for the operations group. Establishes and maintains work standards for quality and quantity of work within area of responsibility; develops and recommends improvements to workflow and internal procedures; recommends and implements improvements to maintenance systems and programs.
  • Plans and evaluate the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; takes disciplinary action, up to and including termination to address performance deficiencies in accordance with TMWA’s administrative instructions and labor agreements.
  • Provides leadership and works with staff to develop and maintain a highly competent, customer service-orientated department through selection, compensation, training and day-to-day management practices which support TMWA’s vision and values; applies process improvement and quality management principles to assigned areas of responsibility.
  • Assists staff in trouble shooting system and equipment problems throughout the water distribution and treatment system and develops appropriate corrective action(s).
  • Works closely with Planning, Engineering and Construction Management staff, consultants and/or others to provide technical input relative to operations and maintenance of existing treatment and distribution systems, facilities and equipment; provides individuals with a better understanding of existing conditions, so that they in turn may develop and implement more targeted and effective solutions.
  • Provides review and coordination of projects and construction activities, both internal and external, and ensures seamless transition of projects to operations.
  • Manages the overall compliance of an approved ArcFlash program.
  • Coordinates interdisciplinary meetings as necessary to understand and communicate information effectively.
  • Oversees the preventative maintenance program (CMMS) to keep accurate and complete equipment records, maintenance procedures manuals and work order tracking system.
  • Prepares and approves purchase orders for materials, supplies and equipment to support the mechanical, electrical and control system maintenance of all facilities and equipment.
  • Provides information on equipment costs, maintenance staffing, maintenance supplies and consumables for budget planning process; reviews maintenance expenditures; and implements expenditure control measures.
  • Develops operational budget for department and works with the Director to report status and progress.
  • Provides an environment for open communications and dialogue between treatment and maintenance staff.
  • Coordinates apprenticeship program for the SCADA and Mechanic programs.
  • Provides input, advice and technical support to direct reports, as well as to other areas, and assists in solving complex issues.
  • Ensures the safety of operations and maintenance personnel by promoting a safety conscious attitude and by providing relevant training.
  • Serves as a liaison of the maintenance group to other TMWA departments, as well as external customers.
  • Will be required to answer emergency call-outs and provide leadership during emergency and non-emergency events (classified as a 24-hour supervisor).
MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the minimum requirements is:

Education & Training: Bachelor’s degree in an engineering or related field; or other post-secondary education required.
Experience:  Progressive responsibility and experience in operations and maintenance of water treatment and water distribution systems. Experience includes the demonstrated ability to successfully develop and lead a work team exhibiting safe, efficient and effective work practices. The candidate should have a technical background, through either formal education or experience and training. Other combinations of education/experience may be considered.

Must have working-level knowledge of the English language including reading, writing, and speaking English.

CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS

State of Nevada Grade IV Water Distribution Operator certification (D4) and Grade IV Water Treatment Operator certification (T4) are required and must be obtained within a predetermined period.

A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter and ability to maintain insurability under TMWA’s vehicle insurance policy.

Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.

This position is considered a safety sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. The presence of marijuana or other screened for substances on any employment related substance test may result in a refusal to hire or termination of employment.
